A DISTINCTLY WEST COAST PERSPECTIVE

The United States and Mexico share a 2,000-mile border that, to date, has been one of the most peaceful and successful border relationships in the world. Recent negative rhetoric ignores the deep connections between Mexico and the United States and reflects a worldview inconsistent with the reality experienced in Southern California.

THE MEXICO INITIATIVE MISSION

As part of North America, the United States and Mexico share deep cultural, linguistic, and often familial ties, plus common domestic and foreign policy priorities such as energy security, the environment, and public health. There is an urgent need for civil society to step up and promote continued U.S.-Mexico collaboration. In this spirit, the Pacific Council on International Policy seeks to take an approach to Mexico that reflects our geography, identity, and appreciation for the long-term international policy interests of the United States. 

ABOUT THIS INITIATIVE

The Mexico Initiative seeks to provide a distinctly West Coast perspective where our ties with Mexico are a part of daily life. Our initiative is educational in order to increase understanding of these realities, and also an effort in public diplomacy, seeking to maintain close ties and cooperation between Southern California and partners in Mexico, regardless of the dialogue at the national level. Under the auspices of the Mexico Initiative, chaired by Dr. Richard D. Downie, the Pacific Council holds events, produces analysis and commentary, and fosters exchange with Mexican leaders.

THE LATEST ON U.S.-MEXICO POLICY

In 2022 and 2023, the Mexico Initiative is focusing on research and policy recommendations to improve the U.S.-Mexico security relationship, as well as undertaking a strategic planning process to identify key areas for impact during the next three years. Areas for impact include subnational diplomacy, food & water security, and increasing personal and institutional connectedness.

The U.S.-Mexico Double Fix

The Pacific Council’s The U.S.-Mexico Double Fix seeks to leverage our unique advantages as a California-based non-governmental organization to advance U.S.-Mexico security cooperation using the relationship between migration, armed violence, and cross-border arms trafficking as a point of entry.

We have identified key security priorities for the U.S. and Mexico: addressing the root causes of migration and reducing arms trafficking, respectively. We will engage in research on these two topics and their interconnection and publish a report on opportunities for cooperation. The project will build public awareness, facilitate expert dialogue, and inform and encourage policymakers in each country to take advantage of potential opportunities for cooperation and to adopt approaches for mutual security benefit.

REPORT | The U.S.-Mexico Double Fix: Combating the flow of Guns to Transnational Organized Crime

October 2023

The U.S. and Mexico are grappling with daunting security crises stemming from the trafficking of hundreds of thousands of guns over the U.S. southern border every year. These weapons are empowering Mexican transnational criminal organizations and inflicting substantial suffering in both countries.

This report underscores how reducing cross-border gun trafficking is crucial for achieving the goals of the U.S.-Mexico Bicentennial Framework for Security, Public Health, and Safe Communities — a bilateral security agreement announced nearly two years ago. By implementing our recommendations, the U.S. and Mexico can more effectively combat illicit gun flows, saving lives, and improving prosperity.
